If its in the title of the business, or on a card or something, yes, in a sentence like "That guy is an electrical contractor", no.

Absolutely. Any proper name or title should be capitalized.

No. Not unless it's used at the beginning of a sentence, in which case only the word, "electrical" would be capitalized. It's not a formal title that's used in front of a name, such as Doctor, Reverend, The Honorable, Her Majesty, Mr., Mrs., Ms., etc. Electrical contractor is the name of a profession, such as plumber, roofer, engineer, carpenter, etc.
